IthereforesiderthatihestitutioheUnionisuotheextentofmyability，Ishalltakecare，asthestitutionitselfexpresslyenjoihelawsoftheUhfullyexealltheStates.DoingthisIdeemtobeonlyasimpledutyonmypart，andIshallperformitsofaraspractilessmyrightfulmasters，theAmeripeople，shallwithholdtherequisitemeansoriativemahetrary.ItrustthiswillnardedasameonlyasthedeclaredpurposeoftheUnionthatitwillstitutionallydefendandmaintainitself.
TheChiefMagistratederivesallhisauthorityfromthepeople，andtheyhavereferrednoneuponhimtofixtermsfortheseparatioes.Thepeoplethemselvesdothisifalsotheychoose，buttheExecutiveassuothingtodowithit.HisdutyistoadmiGovercametohishandsandtotransmititunimpairedbyhimtohissuccessor.
